Trump's $300 Million Bet on Photonics
Back in November President Trump launched the Genesis Mission — an AI development project the DOE directly compared to the Manhattan Project.
Well, in the past few weeks that project went from being a stated ambition to a genuine profit opportunity.
On July 22, DOE selected 278 projects under its first Genesis Mission research solicitation, spread across the 17 national labs.
One week later, White House OSTP Director Michael Kratsios announced more than $5 billion in new federal commitments expanding the mission to over 15 agencies, including NASA.
And not long after that, GlobalFoundries signed a letter of intent with the Commerce Department for a $300 million CHIPS Act award to advance next-generation silicon photonics.
Now, you might think this amounts to just another win for big-time chipmakers like Nvidia, Micron, or TSMC.
But it’s not.
It’s actually another chance for investors to get in on the ground floor of a revolutionary new technology — photonics.
Electrons Can’t Keep Up
The issue at stake here is that today’s semiconductors simply can’t keep up with the Genesis Mission’s ambitions.
That is, none of this works if data can’t move fast enough between chips.
And as AI models get bigger and more demanding, the GPUs training them keep getting packed closer together by the tens of thousands.
That means there’s a ceiling and the bottleneck really comes down to the copper wiring that transfers data between chips.
It’s not just a physical constraint, either.
As electrons move through that copper they also generate heat.
And as clusters of GPUs scale into the hundreds of thousands that heat becomes overwhelming — even with expensive cooling technologies and jet turbine ventilators.
Photonics, on the other hand, moves data as light, as opposed to an electrical current.
So they avoid that problem.
Essentially, photonic chips are the only way we can scale AI without draining the world’s power supply, or whole lakes, in the process.
That’s why this latest news was such a big deal.

GlobalFoundries Cashes the First Big Check
On July 29, GlobalFoundries signed a letter of intent with the Commerce Department for a $300 million CHIPS Act award to advance next-generation silicon photonics.
The money covers optical materials, wafer technology, and the co-packaged optics that let light-based interconnects sit directly next to the processor instead of bolted on as an afterthought.
GlobalFoundries has also opened its U.S. fabs directly to Genesis Mission research, turning its manufacturing line into a testbed for federally funded photonic chip designs.
You might also recall Nvidia got ahead of this transition back in March. It made a $4 billion investment in Coherent and Lumentum, paired with its Spectrum-X Photonics launch.
Lumentum popped nearly 12% and Coherent jumped over 15% the day that deal was announced.
What’s happening now is the federal government catching up to — and funding — exactly the same bet Nvidia already made with its own balance sheet.
That’s not a coincidence. It’s confirmation.
The Genesis Mission’s Secret Stock
Now, you can buy GlobalFoundries today if you want direct exposure to the CHIPS Act side of this story.
But that deal has already been priced in.
Furthermore, GFS is a $30 billion foundry running someone else’s photonic IP into silicon. It’s not the company that owns the underlying technology being licensed into every one of these builds.
That company is smaller, American-based, and — critically — has no exposure to the rare-earth supply chain China has spent the last two years weaponizing against U.S. chipmakers.
Indeed, Beijing controls the raw materials for a huge share of legacy semiconductor manufacturing, but next-generation photonic interconnects sidestep that dependency almost entirely.
Again, that’s not a coincidence. It’s exactly the kind of supply-chain independence the Genesis Mission’s own charter is designed to support with federal dollars.
And I’ve been tracking a company that fits this description precisely: a small-cap photonics IP holder positioned to license into the same co-packaged optics build-out GlobalFoundries just got paid $300 million to accelerate.
It doesn’t show up in the DOE press releases. And it’s not in the fact sheets.
But if the Genesis Mission does what it says it’s going to do — and $5 billion in fresh federal commitments in the span of a week suggests Washington is serious — the picks-and-shovels money flows through exactly this kind of company.
